Eligibility
A. Union Pacific may, at its discretion, establish AWTS boards in Salina Hub consistent with the terms and conditions outlined in this agreement.
B. Eligibility for voluntary placement to an AWTS board will be restricted to trainmen who are unable through the normal exercise of seniority to hold a train or yard service position on their seniority district and are thus subject to furlough (including stay-at-home furloughs).

1. CMS will notify an employee at the time of furlough of the AWTS option. An employee who does not accept AWTS within forty-eight (48) hours from the time it is offered will be automatically be furloughed in accordance with existing agreement provisions.
NOTE: AWTS will not be afforded to trainmen who are in a borrowed out or leave of absence status. |
C. When AWTS is established and or increased in the Salina Hub, applicants, including furloughed trainmen, with a standing bid (application) on file with CMS will be selected and assigned in seniority order.
D. An employee with a displacement (other than a pass-up) or who is furloughed within the Salina Hub may accept AWTS, seniority permitting, within forty-eight (48) hour from the time of having a displacement or furlough.
E. AWTS Boards, where maintained, will be the first source of supply to recall trainmen in seniority order to fill full-time positions prior to recalling furloughed trainmen.
F. The senior employee(s) assigned to the AWTS Board, unless he or she has a request on file with CMS to be recalled following junior trainmen within the Salina Hub, must accept recall to a full-time position within forty-eight (48) hours from the first attempted notification (via phone call) to recall trainmen from the AWTS Board.
