Expect congressional action on positive train control (PTC) on Thursday, when the House Transportation and Infrastructure Committee is expected to vote on a surface transportation reauthorization bill that includes an extension of the deadline for implementing PTC. The PTC extension is similar, though not identical, to provisions passed by the Senate earlier this year in its surface transportation bill.
The next step is for the House and Senate to both pass the same bill and get it to the President to sign. The stakes for PTC are clear and time is running out. Disruptions to rail service or a shutdown would devastate America's economy, hurting everyone from farmers, manufacturers, rail passengers and consumers to the companies that provide us with water, heat and fuel. A report released by the American Chemistry Council says that a shutdown would cost the economy $30 billion in the first quarter of 2016 alone.
